The idea of those sites is you buy a number of bids for around 70 cents each. Each time you bid it, you use one of the bids that you paid for so you're really dedicating 70 cents rather than bidding in the sense of an auction. Each bid increases the total by one "cent" which is why the price appears to be low. One thing to consider is every time you or another person bids on an item, its expiration date is extended by a few minutes, allowing others the time to counter bid and further increasing the time left before someone actually wins the item.
