Fidelis is always assigned with a managed care program which means that you first must already have either child health plus or Medicaid to get into Fidelis.<br />
when you are under 18 years old, live with the parent or guardian, you are most likely to get a plan like Fidelis on the Child Health Plus program, since according to what you say your parent enrolled you.<br />
however when you turn 18 years old you are considered independent, and even if your mother DOS try to take you of off Fidelis,which I believe is on the Child Health Plus program, you can still be eligible to keep Fidelis under the medicaid program, which is a state issued program for adults ba<x>sed on their income

If u still want to be enrolled in Fidelis, or another plan under the managed care program like it, you would have to contact your local Medicaid office, and they will tell you what to do
