Citizens have the right to make a citizen's arrest, but I don't think that extends to shooting at someone. (Especially if the person they are shooting is part of an "alleged" offense.)

They do not have a "right" to make a citizens' arrest. They may- but they do so at their own peril and can be civilly liable if they are wrong
