Animals should have greater protection in this country overall. It is public record anyway when someone is convicted of a violent crime, so I don't consider it a bad idea at all. Shelter and vet's offices could make great use of such a databa<x>se, preventing such people from adopting and such.

I agree with not giving the whole address but at least the street &amp; neighborhood. For example. Cats were disappearing from one of my friends neighborhoods. Turns out a neighbor was trapping all of them &amp; getting rid of them. She was fortunate enough to catch him trapping hers in time to save it. He is moving soon &amp; it would be a good idea to have a way to warn his next potential neighbors.

There is already a databa<x>se that keeps track on people who are not allowed to have animals, or a certain number of animals. It is monitored by Animal Control. A public animal-abuse databa<x>se seems like it would be useless or not very cost effective? There is not a grand population out there that crave to abuse animals and there is a rare circumstance that a person needs to be warned that the neighbor, Bill, plans on dog-sitting for Betty over the weekend so he can abuse the animal. However, a population of persons who crave to abuse children. Humans have a chance to be warned by using a databa<x>se to, in scenario, let "Bill" babysit "Betty's" child.
