delighted to see you have the chain on your door next time ? if ever just close the door as it you are going to take the chain off and set off an alarm (one you will purchase after that episode) and then call the police and tell them that some one is trying to break in and you are scared.with the alarm going off the police will take notice and come quickly.

call the cops again, and report the fact that someone was trying to get into your place under false pretenses. maybe they'll do an extra tour of your block once in a while.

Ask your utility company if they had sent meter readers or engineers around. It is no point in calling the number that appears on their ID as that could be a fake. Check the van that they came in to see if they were marked too.

Genuine electric/gas etc workers over here all carry ID which they will be happy to show you, and they will also be happy to wait while you verify they are bona-fide. He sounds like just a chancer, probably a tea-leaf hoping to case your property to see what you have got that is worth nicking

I don't want to freak you out but there's always a possibility they could come back. Don't hesitate to call the police again if you get scared. That's what they're there for.

Put a double lock on your door and don't open the door if you don't know the person.

You do live in rather an odd neighborhood -- old men bringing you gifts, & now being "stalked" by a phony utility co. dude. Might want to think about moving house.

If you haven't already, definitely invest in a chain lock so you can open the door a crack and keep it sealed. I'd also talk to my neighbors if I were you, so you can all watch out for each other.
