I'm so sure that "we, the people" have absolutely no say over what the government does...

You can change it, though... "We, the people" have a right to overthrow the government if it is not being lawful in its decisions...

Nobody knows the bill of rights anymore...

Only if they know what the phone id is, the problem in some countries is that the cell network overlaps in a less than optimal fashion, obviously 'co-ordinate triangulation', states the problem... Need a minimum of three overlapping towers to get anywhere near accurate result. But still, signals can be bounced. Routed via other towers.

Strap your phone to a cat...Leave the cat at your mums house....Do everything by snail mail...or encoded messages in newspaper advertisements...
