nobody knows for sure, it is likely to be a mixture of both, which has become a legend.
There's probably a grain of truth to it but by now it's pretty much impossible to tell how much.

the place is real as is the forest,as are the sheriff and the royal line. there were outlaws living there at that time its documented, as for robin himself, i would like to think he existed, in those days he may have just been a son of a noble who gave what he could to help the peasants on his land, and like most thing word of mouth exaggerated him into a legend. like William Shakespeare a man lived by that name, yet he never traveled out of the shire, he wrote of things and places he had never seen and has been immortalize just because there was proof some one had that name, who lived at that time. robin hood may have lived but there is no record of his name so he is a legend instead of being immortalized as Shakespeare was.
