Hot is heat, heat is hotter than cold. Poured into a pan or kettle, it is already on its way to boiling when you turn the heat on, so hot water will always boil faster then cold water.<br />

Consider turning this around: "What cools down faster in a fridge, cold or hot water?" Same principles apply in reverse. See ... it isn't so hard to figure out; is it?<br />
