Primitive tribes. Eskimos will sometimes eat mayonnaise by the gallon jar when they can't get whale blubber. Works for them, but I'm really not interested.
The English have some great food. West African, Nbahal and cow's foot is the worst.
I've heard some stories about Bulgarian food that didn't inspire confidence.
from the places I have visited cuba is the worse and rome the best
I would have said the UK, but we figured that out a while back and have now either appropriated everyone else's food or learned to cook ourselves. Ireland maybe........or maybe America. America really has only added junk food to global cuisine.
