Most men can't wear short shorts, or "hot pants' as they are known today, they simply don't have the legs for it. But if he does have the legs for it, go ahead. The only thing is you didn't mention if he was wearing panythhose or tights. Hot Pants require one or the other, they just look bad with bare legs. As far as the back knee socks and Converses go, it would be okay if the trainers were also black. But the whole thing depends on who is wearing them, like most fashions. In my opinion, rather than the hot pants, he should have wore a black mini skirt, it's actually a much better and more modern look for either men or women. But to each her own, what looked nice on you might not be suitable for me at all.
