Try taking Omega oils in tablet or liquid form. Also, mustard oil may smell pungent but it (along with Neem oil) is the secret of most indian women. Mustard oil conditions, softens and moisturises your hair. Spread on, leave overnight, and wash off in the morning. It smells really strong but you DO get used to it and can always wrap your head in a shower cap and head towel if you find it overwhelming. It definately works.

Find some Tea Tree oil at the pharmacy. I use a tea Tree oil conditioner.

I've also heard mayonnaise will work (though I've never tried it). I had very damaged/bleached hair a while back and I used Aussie 3 Minute Miracle conditioner (in a little purple container and very cheap). After showering, I used macadamia oil spray (expensive but great) on hair before styling it. Just some ideas... the above hints sound great too

Please don't use hand lotion. If you are talking product you need an oil based lotion (i know you said oil doesn't work but when mixed with a serum/leave in conditioner then it does). Get a very good quality conditioner and leave in for +5mins and even wrap hair in cling film to get it to soak in. I dye my hair and have extremely long but also dry hair if left unchecked so i've become a bit of an expert.
It's worth it to buy a more expensive shampoo/conditioner and treatment. I buy John Frieda and I swear by the total repair hair oil..mixed with a little leave in conditioner. :)
the natural remedies above are amazing too! but mayo every time you shower can get annoying haha
