So this guy is a shy guy and I saw him looking at me of the corner of my eye so he looked at me so I didn't look at him so he looked away when I turned around and saw him looking at me he didn't look away I looked away because I was shy I kept turning to him and he was looking at me again so then he stopped lookin at me and I did not have nothing on my face so what does it mean

Seriously, if you know that he's shy, ASK HIM. He won't approach you and just spout out his reasons if you leave it as a private inquiry.
You don't have to ask him thoug; just talk to him and maybe you can figure out what his reason is. It's less aggressive.
