originally it went back to around 1850, when Pope Pius IX, insisted that all Jewish people be quarantined to a restricted area or ghetto. He wanted the Jews isolated from the rest of the population.
in today's world we associate it to a section of a city that is cut off from the safety the community normally provides, or from the beauty that would be elsewhere. Population density tends to be high, and crime rates are high. And we associate the ghetto as a section, that because of the cheaper cost of living there, people are trapped living there, because they can not afford to live else where.Like (1)

It's subjective to community and country but it means poor people or low class people to me.
