ok so i have read some questions on here about shy people who dont speak & stuff
so i wonder what would happen if both of them went out on a date?
would they just sit there all day/night staring at eachother hopng the other the other person is going to make the first move?

A date doesn't have to entail continuous conversation. You can be playing with your iPad, while your date reads the newspaper. Then say something only when you have something to say.

Ultimately one will be the least shy of the two and initiate things. But I see nothing wrong with looking into each others eyes and smiling for two hours straight either.
