Civil Rights related with a person's right as a citizen of a state, it could be different from one state to the other states, for example gun possession is legal on some part of US, so its US citizen right to have gun, but in other country like Indonesia, its illegal. On the other hand, Human Right is a person's very basic right as a human, we don't need law to tell us is a human right, we just know it is. Hope it clears things up a bit :)

Civil rights are things like voting, equality, no discrimination, the bill of rights and the other amendments, such as freedom from and of religion.
Human rights are things like Food + water, shelter, and the right to live and pursue happiness. Though I'm sure someone will disagree with me.

There are some agreed standards history has taught that what makes us the human species. Our sense of sharing with the weak, our avoidance of random murder or rape. Our needs to necessitate a functional social order. The rights as a human. Civil is entirely based on concept not necessity.
