    Maybe suggest he goes to a doctor? Low libido in males can have several causes.. :) If he has a regular sex drive then maybe the problem is linked to something psychological?

    I don't consider that a relationship or a partnership. Twice a year would never be acceptable to me. Lack of intimacy with someone you love should involve something more. I wouldn't want to be with someone who thinks making love twice a year is okay.
