What is going on with Government emails?

I try sending emails about college information such finances and I noticed a lot of the time these emails provided on websites end up being no longer valid. What is the deal? Are they purposely deleting these emails to avoid communication with the public as much as possible?

    I think that it is more that the person that used to deal with that part no longer has that position and noone bothered to update the website.

    Does the Gov't even know how to use email? Maybe they haven't figured out how to open it yet
