Ask yourself when was the last time you felt you succeeded at something you wanted to do? There is nothing more motivating than success, and nothing more demotivating than the lack of success. Then work out how to do something successfully.

Ask yourself to what level would you consider yourself a perfectionist. Sometimes we don't start the ball in motion because we don't perceive that the results will be to a standard we will be happy with.<br />

Another question- how much do you fear failure? Fear of failure will inhibit action.<br />

Last one- what will change if you take action and your life changes? In other words, what will change in your life? It can sometimes be that the changes may include something that we don't really want.

are you unmotivated because you're undecided? or depressed? or afraid of failing? or overwhelmed?<br />

as someone else stated - maybe start with asking yourself what you want. knowing what you want at least gives you something to focus on and a reason to start taking action.

I've known someone like that for many, many years and his condition is permanent. Sorry to rain on your parade, but I've got a feeling that the condition treats most of its victims in very similar ways. Asking won't help, just make the best of it.
