I agree with minimizing, don't keep stuff you won't be using. I've also found that having a file cabinet for certain papers can be helpful.

This may not be very helpful, but I would say "Put like with like." That means that all of a specific item or type of item go into one place. All of your socks in one place, all of the tea and or coffee in one place. That kind of thing. Also, if you're allowed to install shelves, they can accomodate some stuff which might otherwise wind up on the floor where someone might trip over it.

Go vertical. That's your best use of limited floor space, always.
