It is not just what but how.
If you take it as an assumption that the basic ways of moving about (rivers, oceans, the sky, roads) are mostly public property, then roads and waterways.
Regardless of whether it is a government agency or company contracted to a government, it should be paid for by taxes of some sort, please include fire response groups and police, environmental overseers, jails and prisons, basic schools, health departments.
Always paid for and operated by government, please include the courts, legislatures, and elected executives.
Almost never operated or paid for by governments, please include charities and welfare types of activities. They are almost always better run by private citizens than by governments.

They should have pot stamps for poor people who can't afford to get high, but are grouchy instead
