The more they drink and smoke, the louder the music gets... until 4 or 5 am. They yell insults at me when I ask them to be quiet. I'm in lawless country so calling the police won't help.

Living with noisy, inappropriate neighbors are always difficult, and it's even more difficult because you live in a lawless country, and telling them to shut up isn't working. They're being extremely inconsiderate of you. There's no problem with having a party, but those throwing the party need to be aware of the noise level on their neighbors.

The best advice that I can give is to talk to your other neighbors. Your not the only one being inconvenienced by these jerks, and you and your other neighbors can present a unified front when demanding these idiot to turn down their music. They should listen if there are 10 or 20 irate neighbors at their doorstep demanding respect and consideration.

If they still continue to act like jerks, then any of the other suggestions presented by others on this board should be considered including:

1) Move to a quieter neighborhood.
2) Join the party.
3) Buy some earplugs.
4) Get a really loud stereo system, face the speakers against the common wall between the two apartments, and play something they hate at a really loud volume right when their trying to go to sleep. Better yet, play it when they're hung over.
5) An air compressor is just as effective at making lots of noise as a stereo system. Plan on remodeling your apartment when they're hung over. It's their fault they partied so hard they're trying to fall asleep when you want to remodel your kitchen.
6) Hide things like raw meat all over their veranda.
