What would you try and do
Alright so cutting straight to the chase, i like my friends sister. yes i know it's dangerous waters but still i need some advice on whether or not to try anything with her not regarding her brother, because he honestly encourages me to date his sister. The only problem is his sister likes someone else but, occasionally she'll show interest in me and we'll flirt...well her mostly by bending over in front of me and showing some skin and what not and stuff but i always wondered if i should take the next step. i asked her if she thought we could become more than friends twice but she said she liked to stay friends. After i asked her i always think im rushing her and i dont talk to her then we start hanging out again and it starts all back up. So i really dont know what to do, i want to try something after we hang out, for example a kiss at the end of the night but i dont know what will happen afterwards good or bad. So what do you guys think i should do

Well, if you've asked her and she's said she'd rather stay as friends, that's probably all she wants. That being said, she might be open to a friends with benefits sort of deal. Best chance? Just be straight with her. If she shoots you down a third time it's not the end of the world. Better to just get an answer one way or the other.
