Create classes that teach parents how to raise their children.

Document the bullying in writing with dates and times of each incident; exact wording of what was said; what was done; where; and any witnesses to it. If the bullying includes an assault, then involve the police. Documentation, as in keeping a diary, is important because the bully will deny everything if you lack evidence. Then it will be just your word against theirs. If it happens on school, then notify the school in writing, so the school cannot later defend themselves by denying knowledge. The bully must be confronted at each and every incident.

Punch them in the nose. Seriously. They only stop when stood up to by the one they pick on and ignored by others.

Stand up to them and don't allow them to bother you.

Bullies are basically cowards who want everyone to feel as badly as they do about themselves. They prey on people who are afraid to stand up to them.

Just let them know from the start that they're not going to annoy you! They'll probably go find an easier "target".
