I use the stalker method of making friends locally. I usually find someone just as creepy as me. Then we make a gang and stalk others. We're up to 200 stalkers now ;)

join groups where they do things you like (for example if you like to sing join a choir, if you like to read find a bookclub and so on) because then you will meet people who at least has one interest in common with you
