    Like so many 'phrasal verbs', both have a literal meanings and metaphoric meanings.

    You can 'tie up' the ship (to the dock), or tie up the phone (line).

    You can 'tie down' the tarpaulin (cover), or tie down the teacher (with too many things to do).

    My university students--second language learners--can get very frustrated at this aspect of English.

    As a language professor, I have to figure out ways of making such things clear.

    Being tied down is being tied to something, being tied up is just being tied. And if that isn't the correct answer let's pretend it is.

    tied down usualy refers to being spread or exposed and accessable
    tied up is more to be restrained and the feeling of restraint is the objective
    but they are pretty interchangable
