Well it's either scapegoat..or transference, in the first case, its basically blaming someone, for trouble or problems, already existing, and creating a beating board (scapegoat) out of someone innocent, and in the case of transference, its one person, who has issues, seeing those issues in another, where they do not exist, someone that sees liars all too often everywhere,are one themselves, so they think everyone else is....thats just an example...so those two might be what you are referring to.

The scapegoat is what is blamed, but the person who does the blaming? hmmmm ... how about "personallity disordered"?

I learned in school that this is a symptom of Borderline Personality Disorder, but i don't think that there is a specific word that is used for this type of person. If there is, please let me know.
