It means that they are either offering themselves for romance, want to help you with some troubles you have or being friendly to build a friendship helping you with DIY. Depends on how they say it. If they looked at you purpously- could be romance. If they put a serious tone to the OK?- could be to help you with that situation you may have. If they said it casualy it could be they are friendly and want to be helpfull and can be a friend.

It means they want you to know that if you need help, they are there to provide it. If you want help moving furniture call them, if your car breaks down before work, call them, if your brother has fallen in with a bad crowd and you need someone to help you talk to him, call them, etc etc

Contact him only when it benefits him. The only reason a guy would never say what he means ( because all us guys are very simple) is when there is a motive he has got going on that he doesn't want you to be aware of.

well.. anything means anything.. i.e., if you decide to take a dump but then you're too lazy to wipe your own bum, give him a call, he'll come over and help you out. That falls under the anything category. If he refuses then you can be like..WTF.. you said anything..i thought you will be there for me.. maybe i need to rethink this relationship. Then he'll be like oh sorry i'll come over and clean your bum please take me back..then you can say..nono, its okay, i understand where you are in my life now. Then you can hang up and sob on the toilet seat until your bum dries out then you wont need to clean it at all.
