    "CONGRATULATIONS FOR HAVING SEX!"
If they don't like, pretend you said 'Congratulations for heavens sakes'

Depends. Most of the time it's wonderful news and of course it's congratulations all around, but sometimes it not a happy occasion and I hold them while they cry their hearts out.

If I'm not sure congratulations are in order, I'll ask if they're happy about it. When they THEN show enthusiasm, I reply, with equal enthusiasm, "CONGRATULATIONS!!!!" and hugs.

Well if its one of my friends I might ask who the daddy is... Or congratulate them on their soon to be cousin... But people I don't know, of course... They usually only tell you if they are excited about it...
