Love is an ever changing and ever evolving concept that is different per person, per individual. You see what one person means another interprets as another. If you are within a relationship and you are the kind of person who expects to hear the words "i love you" on a daily basis and the other person saves those three special words for when he really wants to propose, you are going to have some issues. And to save face personally, one shouldn't even say "i love you" as a joking or caught in the moment situation, if you say "i love you" one has to mean in and put everything behind it. Throwing a gesture of "i love you" could also depend on the situation, especially on EP. If for example, a person finds someone who has a really touching story and you understand wholeheartedly what they are going though, one can say "i love you" out of empathy and understanding and that doesn't make it wrong. Sometimes as humans, we need to form connections with people and that is perfectly understandable. Saying "i love you" has about as much affect as driving a car, you will either get to your destination, get a flat tire, go over the speed limit, have a flat or get into a car crash. The outcomes will hardly be what you expect, so expect the unexpected and plan for what you can, saying "I love you" can either make someone's day or totally send them off the deep end.
