Nothing happens unless you take the initiative. Just waiting and hoping for an intimate relationship doesn't happen until you get up and do SOMETHING about your needs and desires. You might fail on many occasions, but nothing at all will happen unless you risk rejection and ASK.
If she is interested, she will tell you. Body language is a good indicator, too. If she sits with her legs closed, or has her arms crossed, she is feeling defensive. But if she sits casually, legs uncrossed, arms by her sides and looks at you straight on, she is interested.
As to where you can find a woman, there is no easy answer to that. It can happen anywhere, a bar, a chance meeting, a co-worker, a blind date. There are so many places you meet people where you may find someone, I cannot list them here. But I can safely say this: you won't meet anybody sitting at home, alone.
