Where is the looting in NYC and NJ, compared to New Orleans, after Katrina?

Leading up to the peak of the storm, and during Katrina there was widespread looking, with absolute lawlessness after the storm. Not in NYC and NJ....why?

    there has been looting. http://www.nydailynews.com/new-york/brooklyn/looters-target-coney-island-sandy-article-1.1195080 and since im in Brooklyn i can vouch for that
