Australia, probably. Though I haven't met an English person who wasn't lovely, and when I was in Scotland, only one person seemed rude, so from my experience they are really friendly.

I agree with you except for France. Japan is nice too. People get the wrong message about most Americans. 99.9% of us are friendly down to earth folks. It is the Talking Heads on the News, that make us look like Self-Centered @ssholes. But it's not true.

I find the Canada answers hard to swallow. Service up there sucks.<br />

Thai people are the most gracious. The language issue makes it hard, but they work very diligently to make tourists feel comfortable and safe. (Especially given the income disparities.)
