Because Indians obviously aren't materialistic, selfish, economically-driven people who are willing to hurt other living creatures just to put food on the table. They are a bit more compassionate than that.

From QI- 'There are no sacred cows in India. The term "sacred" is a Christian one; doesn't really apply to India. Even if it did, it wouldn't apply to cows. There are no cow deities, cow icons, cow statues, and no temples to cows.

Because India has the greatest number and concentration of Hindus than any other country and cows are revered by Hindu tradition.

becasue its a religiious thing. they dont eat beef in india becasue the countrys main religion is hinduism and it is against there religion to kil a cow but the use of milk in there food is common place.
