Why are guys my age nervous to touch me? + another q?

one time I was hanging out with my ex's friend and we were cuddling and he just said(which was so funny).."I don't know why but I can't do it"..I say "what"...he said "touch your boob". out of embarrassment I said it was because I am innocent. lol and how come some guys know how I want to be treated(i like old fashion kind of stuff like one guys bowed at me with a smile before getting of the bus or another time this guys kissed my hand randomly when I was pointing at the clock at school because I was happy there was five minutes of class left lol) and they treat me with such nice and sweet behavior and smile nicely...perhaps they know i am shy and are being nice to me and not to out there as to make me nervous?.

but when they hang with others girls they go back to treating the others more "out there" like?
