Because we have wasted SO many years and so many billions of dollars with Nancy Reagan's stupid, failed "just say no" policy towards drug and alcohol abuse for children. The D.A.R.E. program, likewise, is a money suck and a giant failure except for giving us stoners cool ironic T-shirts to wear.
