Protesting someone's business, hangout or home, especially those of gangs, would be an excellent way to be known to the very people who have perpetrated violence on them to begin with. The protesters do not want to become a target. Protesting in the streets lets others who are not gang members or victims of gang members see that the problem exists and that something needs to be done about it.
Maybe because protesting in the streets doesn't target a specific gang or individuals of gangs. It is just a big complaint to the government and to law enforcement. People are afraid of gangs...that's why they have gotten such a foothold to begin with. People cowering in their homes, looking the other way, and in the attitude that as long as it doesn't affect them, they'll keep their mouths shut. The problem is that one guy dealing on a street corner or a little grafitti here or there leads to more and more of the same.
