Because that would make them our employees and representatives and not our rulers. The system is designed so that there is a ruling class. All they have to do to keep power is bribe you with your own money, or the future income of unborn generations (debt).
Another good question to ask is, why are politicians not required to fullfill their campaign promises? How come when they blantantly break their campaign promises, or do the opposite of what they promised, nothing happens? In fact politicians who do this frequently get re-elected. Congress has the approval rating of a cockroach infestation, and yet most incumbents are reelected.
If you order something at a restaurant and they give you a different plate that is cold and contains foods you are allergic to, you can raise ******* hell about it and get some recompense, but that is because restaurants are actually designed to serve people. The government isn't meant to serve people, its meant to exploit and rule them.
