Why did no early civilisations ever worship clouds?

Because clouds always drop **** on their heads. Hail, rain, snow, sleet. Why would you spend anytime really looking up and contemplating?

Well, clouds wouldn't have worked too well as gods because they were actually useful. But, this is a good question.

my best guess is that clouds are extremely fluid and temporary, and people are looking for something permanent when it comes to religion.

This goes along with what Brieks07 said...In Greek mythology there were the NEPHELAE (nymphs of the clouds). overall a minor role in the mythology.

Yes, they did, but they could not make idols with water! Clouds bringing water to all lands to support life and prosperity. They are more useful than all imaginary gods.
Primitive people worship all useful things, if they have not received the Teachings of the Prophets of God, the God Who creates and sustains all worlds visible and invisible.
