Her late husband, was a kind guy who started an orphanage. The orphanage burned down, so they had to move into a giant shoe the man's brother left him.
The man died of a heart attack, and she did'nt want to just throw them out, but she can't afford to keep them because she owes more on the mortgage than the shoe is worth. No body wants to buy her shoe because it's in a bad neighborhood.
Also nobody reported her because no one really cares what happens to orphans, at least she keeps them from forming gangs and pick pocketing people. If something happened to her, someone else would have to take care of the orphans.
