Because the whole world is watching (the summer Olympics at least) and you don't want them to see how messed up or impoverished your country is. It's like people who aren't well off buy fancy food, and putting out the best china. It's to impress and show off :3

Think of how many jobs it created. Think of how much tourist traffic it will create and wealth to the Russian proprietors. I'm sure it will be much more than 40 billion.

I guess i never thought of it creating jobs. But what happens when the games are over?

They still have the ability to attract major sporting competitions. They can run the facilities as a resort, or sell to to local college for their athletic programs, or sell memberships as a club. Depending on the facility and how likely it would be used for any of the above purposes. People still then have to maintain them and operate them. It won't be to the degree of the Olympics, but still.
