they cant target peoples with more power than them , they are cowerd and jealous and unworthy , who want to get some fun with doing bad things to innocent peoples , they sucks usely they grow up to become some skunks in the community, they olso do that

Because innocent people are shy like the bully is in actuality, but covers it by the denial of it, but in doing so has to attack what they deny, since they deny who they are. Bullies and victims are often co-existant in some terms, just as the one they bully can often become a bully themself if they snap and deny their shyness too
