It makes them look more like virgins. The same with things like wearing high heals to make their legs look longer. Men actually tend to have longer legs proportionately, but one of the first signs of a girl reaching puberty is her legs grow.

I think part of it is simply a societal norm. For the example of shaven legs, it is widely done (more widely than not, at least in Western society), and therefore for those without a strong opinion on the matter (either for or against), it seems right to shave.

There will be lots of people who have a particular preference one way or the other, and many more who are ambivalent. The current norm means only those who prefer to be with hair stand out from the crowd whereas if the norm were reversed being hairless would indicate a distinct preference.

In bygone eras, being fat was considered desirable as it was an indicator of wealth, whilst being lean (either muscular or skinny) suggested you were poor and had to toil for your living. Needless to say, as norms and preferences have changed, people generally prefer (for aesthetic purposes only) to be not fat rather than fat.
