1. So they feel less naked and/or vulnerable
2. it is a fetish...some men get turned on by the idea of doing it and not being completely naked...

Because when you get down to business, you need to have your business socks on.
It's easier to feel comfortable and concentrate on the task at hand, if your feet aren't freezing, and who wants to have their partner's chilly tootsies brush against their leg in the middle of the act? It works for women too. Nobody has a problem with a woman wearing stockings, so why not men?
