Most people who drive a stick don't shift right period. They tend to assume the minute the engine starts to rev a little it's bad and end up lugging the engine all the time. Even when I explain to them that's not true the high revs intimidate them and they have a hard time overcoming their fears. Expecting them to do even more complicated things like downshifting is like asking someone to overcome their phobias and superstitions.

Some people are drivers and some people are operators. There is a difference when you are experienced and you know how to operate a vehicle
brakes are cheaper than transmissions
They are too lazy to change gears
Because brakes cost a lot less.
