Sometimes if they are grown too long before harvest, the ba
ses of the sprouts get hard. Cutting them before cooking ensures that they become tender in cooking without overcooking the rest of it. Like (1)

Not positive but I think it depends on how they are cooking them. If they boil them they don't need to do that but roasting or pan frying they do it to help further the cooking process.
