It used to be standard for people without insurance -- doctors can refuse people without insurance, public hospitals can't legally turn people away from the emergency room. Re home-meds as you suggest, I'd assume most people would already have tried them before heading to an emergency room.

I don't know about where you live, but here if you are on Medicaid, and thousands of families are, it's not only faster to go to the ER, somehow it's cheaper.
