First of all, why do we care, but to answer your question, I'd say because they got an "F" or a "D" in English. I think bad grammar is a sign of someone being a foreigner or someone who is uneducated.

I do the opposite all the time. I put a period after a question. Why do I do this.

I don't know... but someone I know does that with every statement they write .. I find it strange , I think in their case they don't fully understand correct punctuation ..
