    Because it's not an athletic competition. You don't obey them when they say stop and they'll shoot you, get on the radio, jump in the car, or whatever and hunt you down like a rabbit.

    And most of them look so unfit, it is probably so encouraging for criminals

    They look more professional. It's supposed to garner respect. Ever notice how sharp the Nazi uniform was? They had a whole program designed to influence people through their uniform. Didn't keep them or the police from being a-holes though.
