L.T.H. this is quote from the old english days, overall with thier very harsh laws they still had a lot of crime and many innocent people were killed.
So they can't kill again. Simple.

it's all 1 of those 'circular reasoning' deals,,, not that you have any clue at all what means that,,, haha. Think like this : peeps kill,,, if they're, by some remote chance, caught,,, we kill them ( usually after 5-10 yrs waiting time) and the process starts all over again...
Law of Moses and an old Mesopotamian Law, eye for an eye tooth for a tooth. And if you kill deems you unsafe, and a hazard to society.... So they cant kill another Human being again... good Question! :-D
