Tons of different reasons! To clean our eyes and nasal passage, as a response fear or other extreme emotions, as a chemical reaction to certain stimuli [i.e. onions], as a social tool for inspiring either pity, sympathy, compassion, etc.

For me-I internalise my emotions till my eyes overflow. Its like a pressure valve-once released the pressure starts to build up again.
